This is a short list of programs I use when I post-process my captures and cleam my PC periodically.
Adobe Software

ACR
ACR stands for Adobe Camera Raw (ACR). Thies Adobe preloader for several programs. While I use it with caution, ACR is a way to produce results quickly. It went from relatively basic to an almost full-fledged 'flat' editor, meaning that is does use layers.

ACR goes hand in hand with PS CC, my software of choice. It will allow opening documents in two mode: a pixel layer or a Smart Object. It is also used by Lightroom (LR). This software shine when dealing with raw file and the capability not only to use presets based on cameras but also lenses as well as keeping variations of the same image.

Bridge
I seldom use Adobe Bridge. It is an organizer made for Adobe products and as such is invaluable.

Yet, I do not have many files that require me to use it.
Photoshop (PS CC)
Photoshop is primarily a pixel editor. That said, it is misleading as it is capable of much more and is used by designers. Anyway...

Photoshop is available as a subscription and has a free WEB portal to edit pictures online.

The subscription model is still controversial for some, who cling to the idea that 'owning is better'. In reality, the subscription model allows the software to be always up-to-date without the cost of an upgrade. Not only that, but the monthly price is $9.99 in the US and has not increased since this model started in 2009. Furthermore, the subscription includes other programs like Lightroom (LR) that has editing capabilities, Bridge a file browser that works will all Adobe products files and then some. In some ways, in the graphic world, an explorer on steroids.
Adobe suite
PS CC is only a fraction of Adobe slew of powerful programs. All are on a subscription model. The price for the full suite is higher. Quite honestly, unless you are a professional, it might not be worth the investment.

Other Software

Pixel editors

ICE
When creating panoramas, a little know free program created by Microsoft developers does wonders.

The issue with it is that the development stopped long ago, yet I still use it. It can deal with raw files, but has an input size limitation. It works with a Nikon D500 but refuses to work with a D850. Still, it is simple, easy to use and saves the output in JPG, PNG and PSD (Adobe PS CC file format).

ACDSee Ultimate
ACDSee is my program of choice when it comes to image management. I find it much easier than Light Room (LR).

ACDSee creates it own proprietary files that will not work with anything else. Yet, for quick edits, adding text, by example, on the fly, this is my go to.
Video Editors

Movavi
Movavi is a video capture and editor.

Modern cameras are capable of creating videos. While I do not use that feature, I found other uses for a video editor.

While out of the scope when it comes to digital photography, I use it frequently when I need to capture something of interest, part of a PS CC tutorial by example.

Luxea 7
ACDSee just put out an updated version of their Luxea software. I was not impressed with their earlier version.

This one, on the other hand, is great. I just hope it will not take more than a few years to keep it updated. I still have a couple of issues with it. They are growing pains, nothing more.
Utilities

Recuva
A small program able to retrieve deleted files.

Duplicate cleaner
This program will scan your computer for images, audio, videos.

CCleaner
An incredible free program that will clean your computer and optimize the registry, among other things.
